- “Vocational training and labour policy in Europe,
US and Japan: a labour market and industrial policy perspective”.
- 1982 – 1988: Researcher at the Federation of Emilia-Romagna
Industry and at the Province of Bologna.
- Since 1988: President of SCIENTER – a non-profit research
organisation based in Bologna and active Europe-wide in the
field of innovation of education and training systems. In
this position his main activities are the co-ordination of
large national and European projects, as well as policy advice
and evaluation at regional, national and international level.
- 1987 – 2004: Member of the Editorial Boards of the
British Journal of Educational Technology and of the European
Journal of ODL.
- 1998 – 2003: Professor of Human Resource Development
at the College of Europe in Bruges.
- Member of the Board of the MENON EEIG (enabling eLearning)
in Brussels.
- Vice-President of Eifel – the European Institute for
e-learning.
- Vice-President of EDEN – European Distance Education
Network.
- Co-ordination and participation to European observatory
projects in the field of e-Learning (BEACON, MESO, L-CHANGE,
DELOS, POLE, LEONIE, SEEQUEL, @LIS ISN).
- Public speaking in international conferences and research
workshops.
